Best home and tenant insurance in Belgium (2026)
Updated · figures checked 2 November 2026
The short version
- If you rent, you must insure your liability for fire in every region, and in Flanders and Brussels for water damage too. Check what your lease asks before the keys are handed over.
- If you want to read the terms in English, KBC Brussels is the only insurer we checked with English tenant insurance pages, and its deductible is low and fixed.
- If you want a published price and to sign online today, Ethias (studios) and Belfius Direct (tenants and flat shares) are the two that show one.
- If you prefer an adviser, P&V, or a broker selling AG or Baloise, will set up the policy, but you will not see a price first.
Not rated: Allianz. Their official pages could not be read when we checked, so we do not score them rather than guess.

You have signed a lease in Belgium, and the agency asks for proof of fire insurance (assurance incendie / brandverzekering) before or soon after you move in. For many newcomers this is a surprise: in other countries renters’ insurance is optional, while in Belgium the lease law of each region makes the tenant liable for fire and requires that liability to be insured. The policy that covers it is usually called home insurance or tenant insurance, and it often includes your own belongings, water damage, theft and legal assistance as well.
This guide is for tenants who need that policy, and it also helps owners and flat-sharers compare. We looked at nine insurers whose pages we could read: banks, direct online insurers, an agency network and broker-only companies. We scored them on cover, published price and deductible, English support, service channels, how easy signup is for a newcomer and their online tools.
Three things decide the choice: what your region and lease require, whether you share the flat, and whether you can handle a contract in French or Dutch. Only two insurers publish a price, so in most cases you will compare real quotes for your own flat.
What the law requires of tenants
The obligation comes from regional lease law, not from the insurers. Each region wrote it slightly differently.
Wallonia
Wallonia: the tenant is liable for fire unless he proves it started without his fault; this liability must be covered by insurance taken out before moving in (unless agreed otherwise), with proof of premium payment every year. If no proof within a month, the landlord may add a waiver-of-recourse clause to his own policy and pass the cost on to the tenant. (source, checked 2 November 2026) In practice, Walloon landlords often ask for the certificate at the key handover, and again each year. Keep the yearly payment proof in a folder; it is the simplest way to avoid a waiver clause charged to you. The legal text is article 17 of the Walloon lease decree on Wallex.
Flanders
Flanders (art. 29 Woninghuurdecreet, in force 01/01/2019): the tenant is liable for fire and water damage unless he proves the fire was not his fault, and must insure that liability with a policy whose cover is not suspended; the landlord must insure his own liability for fire and water damage too. (source, checked 2 November 2026) The Flemish rule covers water damage as well as fire, so a policy limited to fire is not enough. Note that the landlord has his own obligation; your policy does not replace his.
Brussels
Brussels: since the amendments in force on 1 November 2024, the tenant is required to take out insurance against fire and water damage; rules on concluding the lease apply to leases concluded or renewed on or after 1 November 2024. (source, checked 2 November 2026) This is explained on the Brussels Region page on the November 2024 lease amendments. If your lease was signed before that date and not renewed, read it: the lease itself may already require insurance by contract. We could not read the article of the Brussels Housing Code itself, because the Moniteur belge site showed a captcha, so check the exact wording on the region’s page or in your lease.
What the policy covers
A tenant policy in Belgium is built on the same blocks at most insurers:
- Tenant’s liability (risques locatifs / huurdersaansprakelijkheid): damage to the building you rent caused by fire, smoke, explosion or water, when you are liable. This is the part the law requires.
- Contents (contenu / inhoud): your furniture, laptop, clothes, sometimes with a ceiling per item.
- Theft, glass breakage, storm and natural disasters, electrical damage: often included or optional.
- Legal assistance: help with disputes linked to the home, sometimes recovery from a third party who caused the damage.
Owners insure the building itself as well as its contents. Mortgage lenders in Belgium normally ask for it, so owners usually take the policy at the same time as the loan.
Deductibles
The deductible (franchise / vrijstelling) is the part of each claim you pay yourself. Many Belgian insurers state it as an amount linked to the consumer price index, which means it goes up each year. Others fix it. When you compare, look at both the amount and whether it is indexed. Some insurers also drop the deductible when they repair in kind (they send and pay the repairer), or when the damage is above a threshold, a mechanism called an English deductible.
Traps for newcomers
- Start date. Insurance must run from the day you get the keys, not the day you move your boxes. Ask for the certificate with that start date.
- Co-tenants. In a flat share, check that the policy covers all co-tenants, or that each one has their own. A single named tenant leaves the others exposed.
- Value of contents. Many forms ask for the value of your belongings or the number of rooms. Underestimate and claims can be reduced in proportion.
- Cancellation of an old policy. If you had a Belgian tenant policy at a previous address, the new address usually needs a change rather than a second policy. Ask your insurer.
- Language. Even when a product page is in English, the general conditions and the claim form are often in French or Dutch.
Checking the insurer and complaining
All nine companies are authorised by or registered with the FSMA; you can check any of them on the FSMA register. Disputes go first to the insurer’s complaints service, then to the Insurance Ombudsman. The Insurance Ombudsman received 1,386 fire-insurance requests in 2025 (stable); 57% of analysed cases got a positive answer; handling delays are the second complaint reason after refusals, especially when several insurers are involved. (source, checked 2 November 2026) The report does not give figures per insurer, so complaint numbers do not enter our scores.
The home insurers compared
The table ranks nine insurers with our scoring method. Prices are not directly comparable: one is a promotional price for a small studio, the other a starting price.
Allianz is listed as not rated. Its Belgian site returned a bot check when we tried to read its home insurance pages, so we could not verify cover, deductible or price. You can still request a quote on the Allianz site or through a broker.
1. KBC / KBC Brussels 6.7/10
Ranked 1 of 9 rated providers in this guide.
Best for: English-speaking tenants who want to read the terms in English.
KBC sells home and tenant insurance through its bank branches, insurance agents and online, and the KBC Brussels brand publishes the tenant product in English. Tenant cover: Yes (tenants, second-home tenants). English pages: Yes. For a newcomer this means you can read what is covered, what is excluded and how claims work before you sign, which is not possible with any other insurer here.
The deductible is the strongest published feature: €250 fixed, not indexed. A fixed amount that does not follow the index stays the same year after year, while indexed deductibles at other insurers rise. The contents cover includes an all-risk part for larger unexpected damage, with per-item limits that suit most tenants. From the second insurance year a consumer can cancel at any time with a notice period, which is useful if you expect to move again.
How you buy: Yes, online or at agency/branch. Claims can be filed through the app, by phone or through the agent. The weak point is price transparency: check current price. You need a quote. We also could not confirm that the contract documents and app are in English, only the product pages.
KBC suits English-speaking tenants who want to understand their policy, and anyone who already banks with KBC. If the cheapest published price is your only criterion, compare it with Belfius Direct and Ethias first.

2. Ethias 5.5/10
Ranked 2 of 9 rated providers in this guide.
Best for: Single tenants in a studio who want a quick online policy.
Ethias is a Belgian direct insurer with specific products for tenants, studio tenants and co-tenants: Yes (tenant, studio tenant, co-tenant). It is one of only two insurers in this guide that publishes a price: €6.77/month (€81.23/yr) promo price, studio max 50 m², basic cover. Read the conditions behind it. It is a promotional price for basic cover of a small studio with a rent cap, so a larger flat or broader cover will cost more.
The deductible works differently from most: English deductible: €0 above €341.87 of damage. Below the threshold you pay the deductible; above it, nothing. For a serious claim this is better than a fixed deductible. Ethias can also repair in kind. Legal assistance is part of the studio policy.
For a first-year tenant there is a Starter Pack with free months on tenant insurance and a reduction on family liability. If you also need liability insurance, which most expats take, look at both together.
Buying online: Yes. The site is in French and Dutch only: No (404). Ethias has offices and a phone line, and an app.
Ethias suits single tenants in a studio or small flat who read French or Dutch and want a policy online quickly. It suits less well a family in a house, for whom the published price does not apply, or someone who needs English documents.

3. Belfius Direct (ex Corona Direct) 5.4/10
Ranked 3 of 9 rated providers in this guide.
Best for: Flat-sharers and tenants who want the cheapest published online tenant policy.
Belfius Direct, the former Corona Direct, is the online insurer of the Belfius group. It covers tenants and co-tenants: Yes (tenant and co-tenant). Its published price is the clearest in the guide: From €8/month (co-tenants from €9/month). That is a starting price; your own premium depends on the home and options.
The co-tenant policy is the reason many flat-sharers will look here: one contract covers all co-tenants, so nobody in the house is left uninsured when one person moves out and another moves in. The deductible is €320 (not indexed), so it does not rise with the index. Legal protection includes penal defence and civil recourse.
The process is fully online: Yes, cancel any time. If you are switching from another Belgian insurer, Belfius Direct sends the cancellation letter for you. The service channels are chat, a contact form and an FAQ; we did not see a phone number on the pages checked. The site is in French and Dutch: No (404).
Belfius Direct suits flat-sharers and tenants who want a low published price and an online contract they can stop when they leave. It does not suit people who want to speak to someone on the phone, or who need English.

4. Belfius 4.6/10
Ranked 4 of 9 rated providers in this guide.
Best for: Belfius bank customers under 35.
Belfius bank sells its own home policy, Belfius Home, separately from Belfius Direct. Tenant cover: Yes (Belfius Home tenant). How you buy: In branch or via Belfius Mobile / Direct Net. In practice that means you need to be a Belfius banking customer, or go to a branch.
The extras are aimed at younger tenants. People under 35 get discounts on the first annual premium of a new policy. An optional job-loss cover pays a lump sum toward your rent after a waiting period, and there is a moving contribution. The deductible is €325.93 (indexed), so it follows the index.
Price: check current price (depends on rooms, location, cover). English: No (/en redirects to NL). The branch network is large and the app lets existing customers subscribe without a visit.
Belfius suits tenants under 35 who already bank with Belfius and want the job-loss option. If you do not bank there, Belfius Direct is the simpler route in the same group.

5. Yuzzu 4.5/10
Ranked 5 of 9 rated providers in this guide.
Best for: Tenants who already use Yuzzu for car insurance.
Yuzzu, the former Touring Assurances, sells home insurance online, with the risk carried by AXA Belgium. Tenant cover: Yes. How you buy: Yes, online simulator then 3 steps, and the offer arrives by e-mail.
Its distinctive feature is the claim payment: Yuzzu pays a little above the cost of the loss, up to a ceiling, to cover side costs such as cleaning or temporary arrangements. Price: check current price. Deductible: not published. That leaves a gap you should fill by asking before you sign.
The site is in French and Dutch (No), and a phone line is published.

6. AXA Belgium 4.3/10
Ranked 6 of 9 rated providers in this guide.
Best for: Tenants who need cover starting tomorrow.
AXA Belgium offers three formulas for owners, tenants and co-tenants: Yes (owner, tenant, co-tenant; three formulas). Buying online is fast: Yes, protected from the next day if you wish. That is useful when an agency wants proof before the key handover at short notice.
The formulas differ in the cover of belongings outside the home, among other things, so check which one you are buying if you carry a laptop or bike around. Price: check current price. Deductible: not published. Both are missing from the public page, which makes AXA hard to compare without a quote.
Claims can be filed online, and AXA brokers support customers who prefer a person. English: No (404).
AXA suits tenants who need cover to start tomorrow and are fine with French or Dutch. It does not suit people who want to see price and deductible before they start.

7. AG Insurance 4.2/10
Ranked 7 of 9 rated providers in this guide.
Best for: Tenants who sub-let a room occasionally and use a broker.
AG Insurance sells its Top Habitation policy for tenants and co-tenants through brokers and BNP Paribas Fortis branches: Yes (Top Habitation for tenants/co-tenants). Buying: Simulation online; offer via broker or BNP Paribas Fortis. The online simulation gives an idea, but the contract comes through the intermediary.
Two features stand out. If you rent out your main residence or a room through a platform such as Airbnb, AG covers damage caused by those guests, something few tenant policies mention. And when AG repairs in kind, paying the repairer directly, you pay no deductible. Otherwise the deductible is €321.36 per claim (indexed). Price: check current price.
English: No. Whether you can work in English depends on the broker or branch.
AG suits tenants who sub-let a room now and then, if the lease allows it, and who have a broker or BNP Paribas Fortis adviser. It is not the choice for someone who wants to sign online alone.

8. P&V 4.0/10
Ranked 8 of 9 rated providers in this guide.
Best for: Tenants who want an adviser to set up cover.
P&V works through its own advisers. Tenant cover: Yes (tenant liability base cover). Buying: Via a P&V adviser (online appointment booking). You book an appointment online and the adviser sets up the policy.
The P&V page itself reminds readers that fire insurance is now compulsory for tenants in all three regions, which matches the regional rules above. The deductible is published in an unusual way: €215.77 at January 2008 index base (indexed, so the current amount is higher). Ask the adviser for the current amount. Price: check current price. Clients get access to a prevention app.
English: No (404). The adviser network is large, so you can usually find an office near you; whether the adviser speaks English depends on the office.
P&V suits tenants who want someone to sit down with them and set up the policy, perhaps together with car or family liability insurance. It does not suit people who want to compare prices online.

Baloise sells home insurance through independent brokers only. Tenant cover: Yes. Buying: Calculator online; contract via broker. The page reminds tenants that fire insurance is compulsory and sends them to a broker.

If you share a flat
In a flat share (colocation / cohousing), the risk is that only one person’s name is on the policy. If a fire starts in a co-tenant’s room and that person is not insured, the landlord’s insurer can turn to them for the damage. Two approaches work: one policy that names and covers all co-tenants, as Belfius Direct, Ethias and AXA offer, or one policy per person, each covering their own liability and belongings. Agree which approach you take before signing the lease, and when someone leaves, update the policy the same week.
If you are a student or rent a studio
Small studios are where published prices exist. Ethias publishes a studio price with conditions on surface and rent, and Belfius Direct a starting price for tenants. If you rent a room in a student residence, ask the residence whether its own policy already covers your liability or whether you must show your own certificate.
If you own your home
Owners insure the building and, usually, the contents. The lender will ask for proof at the deed, and the policy should start on the day of the deed, not the day you move in. Among the insurers here, AXA’s formulas cover owners as well as tenants, and banks such as KBC, Belfius and BNP Paribas Fortis (through AG) often propose home insurance with the mortgage. You are not obliged to take the lender’s own insurer, so compare. If you rent the property out, tell the insurer: the cover for an owner who does not live there is different.
Step by step: insuring a rented home
- Read the lease. Look for the insurance clause: which risks, from which date, and whether the landlord wants proof each year.
- Check the regional rule for your address: fire in Wallonia; fire and water damage in Flanders and in Brussels for leases from November 2024.
- List what you need beyond the minimum: contents value, theft, a laptop or bike outside the home, legal assistance.
- Get at least two or three quotes, with the same cover and contents value.
- Compare the deductible (amount, indexed or not) and how claims are handled.
- Sign with a start date on or before the key handover, and ask for the insurance certificate.
- Send the certificate to the landlord or agency, and keep proof of the yearly payment.
- When you move out or move house, tell the insurer: you may be able to transfer the policy to the new address.
Our verdict
For most English-speaking newcomers who rent, KBC Brussels is the first quote to request: it is the only insurer here with English tenant insurance pages, and its fixed, non-indexed deductible is the lowest published. If you want to see a price and sign online today, Ethias for a single person in a studio and Belfius Direct for tenants and flat-sharers are the two with published prices, at the cost of working in French or Dutch. Belfius bank customers under 35 should also ask about Belfius Home. Yuzzu and AXA are online options without published prices. If you prefer an adviser, P&V, or a broker selling AG or Baloise, will set up the policy for you. Whatever you choose, match the cover to your region’s rule and have the certificate ready before you get the keys.
Frequently asked questions
Do tenants have to take fire insurance in Belgium?
Yes in all three regions: Wallonia (decree of 15 March 2018, art. 17), Flanders (Woninghuurdecreet art. 29, fire and water damage) and Brussels (for leases concluded or renewed from 1 November 2024, fire and water damage). Source.
When must I have it in Wallonia?
Before you move in, unless agreed otherwise, and you must prove payment of the premium every year. Source.
What if I don't show proof of insurance to my Walloon landlord?
The landlord can ask his own insurer to add a waiver-of-recourse clause in your favour and charge you the cost; the deductible can be left to you if you are liable. Source.
Does my landlord also need insurance in Flanders?
Yes. Article 29 §2 obliges the landlord to insure his own liability for fire and water damage. Source.
Which tenant policies publish a price?
Ethias (studio from €6.77/month promo, conditions apply) and Belfius Direct (from €8/month, co-tenants from €9/month). The others checked do not publish a price. Source.
Is there an English tenant policy?
Of the insurers checked, only KBC Brussels has English product pages for tenant insurance. Source.
